Steering Committee Chairs, Dr Tom Calma and Dr Jackie Huggins both spoke on the background and history of the Steering Committee to National Congress: Building Our Foundations meeting.
“We could easily have recommended that this organisation take responsibility for government service delivery, just like ATSIC did. But we rejected such a model as we felt it was time that us blackfellas not be in a position where we are the scapegoats for the failure of the government to meet its human rights and civil rights obligations to Aboriginal and Torres Strait Islander peoples.”
